Access to electricity is one of the strongest drivers of social and economic development. Yet in Niger, one of the world’s least electrified countries, millions of people still live without reliable energy, particularly in remote rural communities.
To help bridge this gap, the Italian Agency for Development Cooperation (AICS) launched a rural electrification programme in the departments of Keita and Illela, combining the deployment of solar mini-grids and stand-alone photovoltaic systems to provide sustainable electricity where the national grid is unlikely to arrive in the short term.
To ensure the programme delivers long-term value, AICS entrusted EnGreen with providing technical assistance throughout the implementation process, supporting institutions, strengthening local capacities, and ensuring that every investment translates into lasting impact for communities.
Why it matters
Building renewable energy infrastructure is only part of the solution. Long-term success depends on the institutions that manage it, the professionals who operate it, and the communities that benefit from it.
Without effective governance, technical oversight and local capacity building, electrification projects risk underperforming or becoming unsustainable over time.
By combining infrastructure deployment with technical assistance, institutional support and knowledge transfer, the programme helps create the conditions for rural electrification that continues delivering value long after installation.
What the project does
The project supports the implementation of decentralized solar energy systems across rural Niger while strengthening the institutions responsible for delivering and managing them.
Activities include:
- Providing technical assistance to the implementation of solar mini-grids and stand-alone photovoltaic systems.
- Supporting project monitoring, evaluation and quality assurance throughout implementation.
- Strengthening institutional capacity through technical training, operational procedures and management tools.
- Supervising technical activities to ensure compliance with quality standards and project objectives.
- Developing monitoring frameworks, performance indicators and reporting systems.
- Promoting community awareness and local ownership to encourage the sustainable use and maintenance of the new energy infrastructure.
The project combines engineering expertise, institutional development and capacity building to improve both project delivery and long-term sustainability.

Engreen’s Role
EnGreen serves as the technical assistance partner to AICS, working closely with both AICS Niamey and ANPER (Agence Nationale pour la Promotion des Énergies Renouvelables) throughout the implementation of the programme.
Our role combines strategic and operational support, including project monitoring, technical supervision, institutional strengthening and capacity building. We support the development of monitoring tools, operational procedures and technical documentation while accompanying local institutions in managing decentralized renewable energy systems effectively.
By connecting engineering expertise with governance and knowledge transfer, EnGreen helps transform rural electrification projects into resilient, locally managed energy systems capable of delivering long-term benefits.
