Supporting Rural Solar Electrification in Niger

The Challenge

Despite its vast potential for solar energy, Niger continues to face critical challenges in providing reliable electricity to rural areas.
Many communities in the Keita and Illela departments remain without access to modern energy services, limiting social and economic opportunities and impacting health, education, and productivity.

To address this, the Italian Agency for Development Cooperation (AICS) Niamey, in partnership with ANPER (Agence Nationale pour la Promotion des Énergies Renouvelables), launched a project focused on the deployment of mini-grids and solar kits.
However, the program required strong technical assistance to ensure the quality, effectiveness, and sustainability of the interventions — from governance and monitoring to operational management and local capacity-building.

EnGreen’s Solution

EnGreen was selected to provide comprehensive technical assistance to both AICS and ANPER, bringing its deep expertise in renewable energy projects in Africa to ensure the project’s success:

  • Governance and Strategic Support
    EnGreen works alongside AICS to strengthen project governance, improve monitoring systems, develop KPIs, and ensure all activities align with international best practices.
    Regular technical reports, position papers, and field assessments support strategic decision-making and promote transparency.

  • Technical Supervision and Capacity Building
    With ANPER, EnGreen focuses on technical support for the procurement, installation, and management of solar mini-grids and photovoltaic kits.
    This includes field validation of designs, supervision of infrastructure delivery, operational training, and the development of detailed operational manuals to ensure local ownership and long-term sustainability.

  • Field-Based Monitoring and Evaluation
    EnGreen has established a strong local presence, ensuring continuous field supervision, periodic evaluations, and real-time adaptation of activities based on project needs and local realities.

  • Community Training and Awareness
    Beyond technical skills, EnGreen organizes awareness sessions for local communities, empowering users to properly manage and benefit from their new energy systems, with a special focus on inclusion and gender equality.
